at the concord station. that brought the strain line and traffic to a complete standstill. news chopper 2 was overhead when it happened. b.a.r.t. officials still don't know why that derailment happened. crews worked overnight to remove the derailed tank -- train. at 4:00 a.m. this morning, the work was complete and selves was restored. back out here live, there were

delays. when we talked to commuters this morning, they are relieved, they say. >> a lot. i was gonna be extremely wait. i can't be late for work. so i depend on b.a.r.t. -- b.a.r.t. >> reporter: once again, b.a.r.t. is trying to find out what caused that derailment yesterday. but here at the concord station, san francisco-bound trains are running as normal. police say another 1,000 bodies have washingtonned up along the northeast -- washed up along the northeast coastline. the-- near will 2 million survivors are without power and more than a million others have been without running water since friday. we're live in tokyo this

morning and jaw gnaw joins us now -- jana now joins us on skype. >> reporter: right now, the power company stated unprecedented new when they said they were gonna be doing some blackouts in a fairly large area of eastern japan. what they are fearing is that there is not enough power to go around they put a temporary hold on areas because many trains were stopped. so that helped them conserve the power. a lot of companies closed. they didn't have work today. because of all of the nuclear power plants, those offline they are really struggling to meet all of the power needs. so rolling blackouts. they say might have to continue through april, perhaps, just

because of the big power demand in a big high-tech country like this. that's gonna be a problem, especially with the trains that lie on electricity. we did see a lot of people that did is have a chaotic commute. >> i understand that 10 million people usually ride the trains in an around tokyo every day. that would just be devastating for everybody. >> reporter: absolutely. i lived here for five years right after college, and tori, let me tell you, you get on this train. it's a major mode of transportation. it would be like shutting down highways in the bay area and b.a.r.t. we're talking about trains people rely on to go to work and go to work. it's definitely caused some confusion. we saw a few restaurant shops

that had modified their hours because of shopping. when we walked into the office, the hallways looked pretty dark. the reason we're trying to conserve power because it's that big of a problem here. we're obviously talking to you on skype, jana, so is communication better? are people able to talk via cell phones? mostly sunny it's very difficult. she's been saying it's been difficult to reach people up in the affected areas of the quake. there's communication slowly coming online. but skype has been very useful just because of the great difficulties. one thing i just want to say, too. it's amazing. today, there were three

aftershocks, you know, that two of them actually came in as an alert on my cell phone that i've been using. so we're still feeling these aftershocks in tokyo to the point where it's shaking the hotel room or the jolting where we're doing interview. it's very unsettling to be here and not know when another one might come. i've been listening to the japanese news reports and also the news conference es navy been having, and a lot of things -- and news conferences navy been having and a lot a lot of things about another aftershock. so that's a concern. >> yes. nice to see you, jana. thank you. >> thank you. in japan itself, the time is just after 11:00 p.m.

and there's growing concern about a possible third explosion at a nuclear power plant at the few cue fukushima plant. at least 11 people have been injured. officials at the fukushima plant say there's no risk of a nuclear accident. and take a look at some video. this is people lining up to get food in one japanese city. that's a long line. coming up in our next half our on "mornings on 2," we'll have more on what's being done in the bay area to food and help people out in japan and the local sailers on their way to -- sailors on their way to help

japan. by want to check in with -- we want to check in with sal. >> the wet weather is gonna make it a little tougher. the b.a.r.t. system was delayed a little bit as we've been talking about. you will see about a 15-minute wait here at the tacoma. a little bit more than it -- at the peninsula, highway 101 looks okay. a little bit of slowing on 280 heading north up to daly city. as we look at marin county, southbound 101 traffic looks okay. it looks like you could get yourself a decent commute.

now for today's weather, hello, steve. >> hello, sal. >> we have rain moving through. it's kind of funneling itself to about marin county and the east bay. kind of a foggy, muggy pattern over us, no doubt about it. today we'll have rain. muggy, humid. a lot of moisture in the air. this week looks like a lot of clouds. that rain will be picking up in intensity. the seven-to ten-day outlook, we have an area of rain moving over us right now. these are very mild warm systems stretching up to the west he -- west-southwest. san marrone, and -- san marrone

and then? city, redwood city, back to half moon bay. north and south of that there's really not that much. there were some heavier amounts over the mountains, about 1.50. look at the temperatures, for 1:49, that's sonoma county airport. yet, 50s, mid- to upper, san jose is 58. redwood city, 56. sanfrancisco, 56. we'll go 62 and then -- some breaks in the clouds. we'll go for a high of 66 degrees. plenty going on. the next system is driving northward but look how far is stretches and where it stretches, i mean, almost back to the hawaiian islands. we'll still see a lot of clouds. but that system will start to inch closer as we head back to wednesday. rain will move out in the next

newsroom. >> reporter: this is the video thats that posted of the operations. airborne radioactivity has been detected and the navy said the crew was exposed to about a month of normal radiation. perhaps more worry some is the defected levels of radiation on 17 helicopter crew members when they returned to the ship. they washed with soap and water and the navy says no more contamination was detected. the u.s. military especially the navy is playing a major role in relief operations providing food, water,

people logged on trying to get information about that tsunami in japan. well, they added more bandwidth to fix the problem but they say $124 million in proposed cuts could make it hard to accomplish providing all of that tsunami information. secretary of state, hillary clinton is in paris today meeting with european leaders about the crisis in libya. secretary clinton will also meet with lead -- with members of the libyan opposition. >> no-fly zone! >> this cobs as they continue to impose a no-fly zone. a sad story, another

it is 7:22. today they are taking hopes in hopes that will stabilize the financial system. bankers are injecting nearly $124 million. toyota says production could drop off by 40,000 cars and trucks because of power shortages following friday's quake. the world's largest auto maker has closed 12 of its plants at least until wed. it would cut the profit by $72

million by each day the factories are closed. they also closed plants for lack of electricity. still no word from apple about the latest problem with the clocks. they say when the clocks should have automatically moved ahead they fell back an hour. it is the third time in six months they had problems. last november they did not automatically revert from daylight savings time to standard time. on new year's some of the alarms never went off. examiner reports this morning as many as 150 commuters were overcharged after they tried to put money ton clipper cards. the charges came to more than $14,000. the agency in charge of the clipper cards say they are not

it is 7:30. santa cruz harbor is still off limits because of tsunami related damage. harbor officials held a briefing. craig has with what they said about clean up efforts. good morning, craig. >> reporter: good morning. here you can see coast guard pollution response team going into the trailer right there. they are about to continue their work. part of the work is pulling the boats out of the water and the other is containing the spillage of fuel. the first boat is a -- what am i trying to say? sailboat. one of the problem is 18 boats sank and another 12 boats that

are unaccounted for. there are 12 they don't know where they are. they could be in the bottom of the harbor and they could be out to sea. a fifth boat that was pulled up actually sank back down into the water. they will try to get that boat again. they are evaluating these things as a worse case scenario. this harbor needs to get back into service as fast as they can possibly do that. >> it is incredibly unfortunate. it is a refugee for vessels at sea. so we are working to get it back in operation. >> that is the harbor master talking about how important it is. on friday the tidal surges ripped through here and damaged all of the vessels. they were damaged in that --

that wave on friday. we talked to the harbor master about the warning system. they called in people around 3:00 and it was until like 5:00 in the morning they were able to start getting the word out walking around the harbor there. 60 live-in boats here. they had the other people, dozens, perhaps up to a dozen other people that they had to find a phone tree for and try to contact them. ktvu, channel 2 news. time now is 7:33. lines of people desperate for food in japan are growing. this is outside of a super market, even before the store even opened. shoppers who finally got inside they were limited to buy ten items each. water is also hard to find in japan. right now the u.s. s. blue

ridge is carrying disaster kits as well as food. we talked to a crew member who says this tragedy hits close to home. >> a lot of them, some of them have family back in japan, people we know back in japan. i am honored i am able to help out. >> it is based in japan south of tokyo. they were in singapore when the quake hit. when they got word they immediately loaded up on supplies and prepared no go back. happening right now community leaders are getting ready to meet this morning to start coordinating fund raising efforts for earthquake victims in japan. the group has already started to accept donations.

people in the bay area wait for word on their loved ones in the quake zone. >> my brother, we are waiting. god is very upset, that is what i feel. >> the japanese cultural community center also tells us the local japanese con sew lat wanting information. we'll go live for more on the fund raising meeting taking place this morning. a hardware store is also doing their part to help the victims of the earthquake and tsunami. south hampton road set a $25,000 goal and the store will match any donation for a total of $50,000. the owner says customers gave more than one thousand dollars in less than a day after hearing the fund had been

established. all of the money collected will go directly to the american red cross. to learn more about how you can help the victims of the earthquake and tsunami head to our earthquake and head to the japan quake tab on ktvu.com. they hope they will find a man that stabbed another man. the victim was stabbed several times in the arm and near his ear. it happened about 8:00 last night at the gas club on old redwood highway. he said he didn't know the man who stabbed him but the suspect got away in a car that had at least three other people inside. his condition is not known. also new this morning the search is on for an inmate that escaped from a detention facility. they say nathan simpson escaped last night from the delta conservation camp. he is 30 years old.

take ago live look at the big board. opening lower as investors assess the economic fall out in japan and the devastation from the tsunami. oil prices are down because analysts are trying to gauge how the disaster will engage energy demands. the dow is down 71, nasdaq down 14 and s&p down 9. japan also dropped

significantly today, more than 6%. it was the first day of trading since it began. it is the lowest level in four months. it wiped out all of the gain made this year so far. the broader topics was down 7.5%. the triple disasters of nuclear danger are considered a huge blow to japan's economy. share of several major companies were overwhelmed including the company that owns the damaged nuclear reactors. this morning the nine member policy board voted to keep its key interest rate at virtually zero. we are hearing reports from people back in the bay area who were in japan when the earthquake hit. passengers getting off flights describe a frightening experience. one woman currently lives in tokyo with her husband and two young sons. she says japan's quake was noticeably more violent than

the 1989 quake here in the bay area. >> it was just wild. telephone polls were swaying. time is 7:47. there could be a crucial vote to solve the huge budget crisis. the governor wants state voters whether to decide vehicle tracks in an effort to close the $26 billion deficit. he is trying to get the support of republicans to put his plan ton the june 7th ballot. they are hoping to get that report today, several days after missing his self imposed deadline. it gives an indication of how voters feel about some of the top contenders to be the

next mayor. poll measured whether they view potential candidates favorably. at the top of the list is a man who pledged not to run. ed lee with a 56% favorable rating. he was followed with 53%. lee at 52%. david chu had 57%. peerer had 46%. 7:49. a critical deadline tomorrow. state regulators are threatening to impose big fines if they fail to produce records proving all of their lines are safe. they admitted it was missing important test information on nearly one-third of pipelines in northern and central california. since then workers have been looking through hundreds of thousands of documents stored

at the palace. time is 7:49. they are using boats to evacuate thousands of people after the heavy rains and snow melt pushed a river 5 feet over the flood stage. it is estimated the water on some of the streets is between 2 and 6 feet deep. officials hope that the sunny skies and the forecast through tomorrow will give those effected towns a chance to dry out at least a bit. another powerful explosion happened about 3000-miles away from san bruno. it happened last night at a chemical plant in massachusetts right there. it is 25-miles outside of boston. at least four people were hurt in last night's explosion. hazmat crews are still on the scene. they are running tests making sure the flumes coming from the glue factory don't cause a health hazard to near by homes. march madness will be

florida, and mobile alabama. experts used positive flu rates, vaccinations. the quake in japan appears to have caused more than devastating damage. nasa says the day is actually shorter. the quake actually redistributed some of the earth's mass. the tsunami movie of clint eastwood will stop showing in japan after last week's tsunami. they feel it would just not be appropriate. the movie opened in japan late last month and was supposed to run through the end of this month. it's 7:55. we want to check in with sal.

i want to correct myself, i said tampa bay, florida. i meant tampa. good morning. let's take a look at the commute now. traffic is going to be very busy here in richmond, heading out on interstate 880. it's pretty slow. and by the way there is a new accident that came in. northbound 880 at fruitvale appears to be blocking the left lane. let's take a look at the bay bridge tacoma, you will see traffic that -- toll plaza. this morning's drive in san jose, a little bit of slowing in san jose. that's a great segway to steve. we do have some sunshine.

a look at san francisco, very mild, balmy conditions. mid-50s. sanjose, actually closer to 60 degrees. we do have these clouds streaming in here. so it's gonna be a muggy, partly sunny, mostly cloudy day. but the rain wants to hang out from pittsburg, concord, clayton, highway 24, then back over to 880 in oakland. over towards sfo, san francisco, peninsula. it's there. 49 to 59. 49 santa rosa, mid-50s for almost everyone else because of a little bit different conditions to the north. they are actually cooler there. 49, 51, santa rosa and napa. the next system coming in in advance of more rain coming in tomorrow. and it will be heavier. high surf advisory out tomorrow. we have morning rain for some. but a mix of sun and clouds.

unfortunate. but nothing of any great significance. >> reporter: santa cruz harbor is in a state of emergency. 18 vessels lost -- during or before -- excuse me, during or after the tsunami. several others at risk. 12 vessels unaccounted for. the army arm -- army corps of engineers will assist. we spotted one of the boats a the bo toll. there is a bit of good news. part of the harbor is back open. >> last night we were able to open six docks on the southwest side of the harbor that checked out safely on their electrical and water supply. >> there's also an economic hazard brewing, not a lot of vessels operate out of this harbor and because of that, the risk has been reduced because

had to say just about 45 minutes ago. >> reporter: the u.s. 7 fleet have moved its aircrafts further away from the troubled nuclear reactors. this is video that the defense department posted online of the relief operations from the uss ronald reagan. the aircraft has operating within about 100 miles within the damaged power plant when radioactive material was detected. the crew was exposed to about a month's worth of radiation. tests were conducted on helicopter crew members, about 17 of them, when they returned. they washed with soap and water. the navy says no more contamination was detected after that. the u.s. military, especially the navy, is playing a major role in the relief operations, providing food, water, transportation and other sport and in just the last hour, president obama said it would continue. >> like all americans, i

officials say nuclear rods appear to be melting inside all three of the most troubled nuclear reactors. japan's chief cabinet secretary says although they cannot directly check it, it's highly likely to be happening. some consider this a partial meltdown. others say this would melt through the chamber but not through the outer containment shell. so again, the breaking news there's concern that there is a partial meltdown happening at all three of the nuclear power plants that have been severely damaged after the earthquake in japan. we'll bring you more developments on this story as we get them. we also have new video to show you of that very moment that quake hit japan on friday. look at this.

let's brick you up to date on tom of the -- brick you up to date on some of the top stories -- there's concerns that a nuclear fuel rods appear to be melting inside all three of the plants nuclear reactors. authorities have been struggling trying to cool off those rods. they've evacuated tens of thousands of residents in the area just in case of radiation leaks. back here at home, most of the santa cruz harbor is still closed because of tsunami damage. many of the 18 boats that sank there are not accounted for. the harbormaster says six dogs on the southwest side reopened last night -- docks on the west reopened last night. this is after the water and electrical supplies were checked out safely. the japan aircraft that was

in sing ga pore when they were alerted -- singapore when they were alerted about the disaster, we spoke with them. >> they loaded 90,000 aid disaster relief kits to support the efforts for going back to japan. japan's stocks are now closed bau they were down dramatically earlier today -- but they were down dramatically earlier today. tom vacar is live in san francisco with details on the economic effects of the disaster in japan and here in the u.s. tom? >> reporter: well, i think the first and most important thing to realize is that japan is a major supplier of many things in the united states, especially electronics. one of the things they make which is very important, flash chips and those things go into many, many different kinds of

electrical devices. so we'll see some increase in price for that, because that's a very competitive market. it could also affect the tv market, which is to say hd tvs and things like that. but more important, the supply chain has been disrupted. until that supply chain is back in order, it will affect all kinds of things that we don't even know about yet. >> what is the impact for consumers? >> well, i think the most important thing we'll notice is the lack of products and the increase in prices, primarily electronic products. but there could be different things impacted as well. japan is a major supplier of rice. if there is a significant export component that will be

an effect. >> you mentioned the exports of rice. potentially there could be less exporting to japan but possibly more because of what they are able to manufacture will certainly be limited? >> reporter: well, one of the things would have to do with finished gasoline. we know the refinery was daked. if a refinery sees that it can make more money selling finished gasoline by tanker into japan than it can, let's say here in the u.s. or other asian countries, then the price of finished gasoline goes up. and that will most definitely affect gasoline prices that are almost spiking. crude oil is down -- da is down, 99.90. it could have an impact on energy crisis. >> reporter: it could because when we had our gasoline shortages here, what happened here, finished gasoline was

coming into the port of san francisco and up towards the ben sheesh gnaw from -- benicia from finland and then up the panama canal. it will have an im-- have an impact. >> and what other industry might be affected? >> there's no question that -- even though the newer kinds of reactors are much safer than these older generation of reactors what's going on in japan right now can only be termed as devastating to the nuclear industry here. unless there are some very significant changes and differences, deend -- and depending upon what happens in japan with these potential meltdowns will tell a great tale about what happens here in
